DISMANTLING, TRANSPORT, TREATMENT AND DISPOSAL OF ASBESTOS CONTAINING MATERIALS (ACM's) CEILING BOARD OF UP PALO SHS ADMIN BLDG.

1. The University of the Philippines Manila, through the AHES-GF-2014-22 intends to apply the sum of Seven Hundred Forty Seven Thousand and Four Hundred Six Pesos (Php747,406.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Dismantling, Transport, Treatment and Disposal of Asbestos Containing Materials (ACM's) Ceiling Board of UP Palo SHS Admin Bldg.. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The University of the Philippines Manila now invites bids for the removal of asbestos containing materials (ACM) such as the ceiling boards and scattered debris contaminated with asbestos from UP SHS Palo by competent personnel who are trained knowledgeable, qualified and licensed in the techniques of abatement, handling and disposal of asbestos-containing and asbestos-contaminated materials (ACM) and the subsequent cleaning of contaminated areas in accordance with the Terms of Reference for the contract. The contract shall be effective within One Hundred Ten (110) Calendar Days. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the project with at least 50% of the Approved Budget for the Contract.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

4. Interested bidders may obtain further information from University of the Philippines Manila and inspect the Bidding Documents at the address given below during office hours from 8:00 AM to 5:00 PM.

A complete set of Bidding Documents may be purchased by interested Bidders starting 23 May 2014 from the BAC II Secretariat Office at University of the Philippines Manila, 2/F, Damian Hall, Padre Faura St. cor. Ma. Orosa St., Ermita Manila and upon payment of a non-refundable fee for the Bidding Documents in the amount of One Thousand Pesos (Php1,000.00).

5. The University of the Philippines Manila - Bids and Awards Committee II will hold a Pre-Bid Conference on 03 June 2014, 1:30 PM, at the Alvior Hall Conference Room, College of Medicine, which shall be open only to all interested parties who have purchased the Bidding Documents.

6. Bids must be delivered to the address below on or before 11:30 AM, 17 June 2014. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.
