Supply of Continuity Clinic Online Record System – NEGOTIATION – Php672,000.00

1. Expected Output
1.1. Systems Design
• Consider the existing server/network specification of the office.
• Identify and define the input fields from all pediatric subspecialties (reference to PGH)
• Identify the various interfaces with the manual system especially for those processes that could not be integrated into the application.
• Define specific interfaces with the various participating stakeholders in a secure, efficient and cost-effective way.
• consider that most stakeholders are located in different areas in the country thus the application will be installed at NSRC server. The application must be accessible remotely.
• The generated database and processes can easily be migrated and integrated to different systems, platform or multiple servers. It must use scalable databases that can accommodate future modifications i.e. fields and medical terminologies.
• The system must be accessible by at least 17 authorized personnel

1.2. Applications
1.2.1. Development of the Electronic Health Records System Applications. Should include the following modules:
1.2.1.1. Health Record Data Entry, Storage and Retrieval.
1.2.1.2. Basic/Fundamental Clinical Management
1.2.1.3. Report Generation (periodic reports, individual records, tables, graphs, summaries and tallies)
1.2.1.4. Administration of Libraries and parameters

1.3. Third Party and Backend Software.
Provide NSRC the list of software necessary for the delivery and deployment of CCORS (such as but not limited to the server operating system, database server and client software, and other third party applications, tools and utilities)

1.4. Security
Both client and back-end is equipped with Security features (methods and levels) i.e. password protection, access levels/restrictions, data validation, automatic back-up, HTTPS, Security Sockets Layers and Encryptions.
The system must be in compliance with HIPAA, HL7 and ICD10.
Bid Offer should include specific descriptions and functionalities of the various sub-modules of the above-mentioned modules and their functionalities.

1.5. Code and Database Structure
Code and database structure of the system shall be subjected to both a) extreme condition load testing and b) maximum module testing.

1.6. Users Installation CD and Manual
Clear, concise and easy to read end-user manual submitted in a) written form and b) electronic form (PDF file) and compiled HTML helper form);
Provide installation CD.

1.7. Coding Manual
Comprehensive, detailed, step-by-step application coding manual whose contents are to be reviewed, validated and approved by the NSRC discussing key topics, including, but not limited to, the following: file-naming and director location conventions, configuration procedures, coding modules arrangement, file interconnectivity, templates structure, session management, database connectivity rules, error handling protocols and debugging fall-back procedures, miscellaneous routines and full code listing submitted, fully edited and accessible in a) written form and b) electronic form (PDF file)

1.8. Technology Transfer
Provider of CCORS shall provide a trainer to not less than 17 personnel on use of system. Another training for at most 2 – 3 personnel for System Administration, Database Administration and Network Administration. Training will be for at least 1 – 2 days.

2. Installation
Provider to install the software/application to the designated server of NSRC.

5. Technical Support and Bug-Free Warranty Period.
The provider shall provide system check and maintenance on a periodic basis, at least 1 per quarter; provide technical support when necessary either thru visitation or remote connection;
Ensure that all bugs reported shall be fixed free of charge in a span of 12 months.

6. Code Ownership
The NSRC shall have the full, total and uncontestable ownership rights to 100% of the code design and database structure of the system.

7. Qualification Requirements
The Provider/Software Development Firm must have a proven track record in the development of health/medical applications. The firm must have been in the business for at least 3 years.

8. Budget
The contract price for the CCORS shall not exceed PHP672,000 inclusive of VAT.

9. Institutional Arrangement
The provider of all deliverable outputs shall report directly to the NSRC Director or its designated personnel. The latter shall attest to the faithful compliance of every deliverables before any payment can be made to them.

10. Payment Terms
P168,000.00 (25%) – 20% progress report on the development of Electronic Health Records System Application
P336,000.00 (50%) – Installation of CCORS to the designated server of NSRC
P168,000.00 (25%) – CCORS has been tested and operating
