INVITATION TO BID

1. The University of the Philippines Manila (UPM) hereby invites UPM-PGH suppliers and interested parties to participate in the bidding/direct contracting/negotiation for the supply of the following commodities as funded by PGH Fund 101/164:

2. Interested parties should have a Certificate of PhilGEPS Registration to be able to participate in the bidding.

3. Prospective bidders should have undertaken a similar project within the last two (2) years amounting to at least 50% of the Approved Budget for the Contract. The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use the non-discretionary “pass/fail” criteria. Post-qualification of the lowest calculated responsive bid shall be conducted.

4. All particulars relative to Eligibility Statement and Screening, Bid Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification, Award of Contract and Performance Security shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations.

5. Bidding documents containing general conditions and specifications shall be issued starting 30 September 2014 at the PGH-Department of Pay Patient Services any time during office hours upon payment of a non-refundable amount to be determined upon issuance to the UP -PGH Cashier’s Office. A Pre-Bid Conference is scheduled on 10 October 2014; 9:00 o’clock in the morning at the Bidding Room, Purchasing Office, PGH. Only prospective bidders who have secured the bidding documents shall be allowed to attend the Pre-Bid Conference.

6. Sealed bids in duplicate copies shall be received on or before 9:00 AM of 28 October 2014 respectively at the UP Manila Internal Audit Office, 8th Floor, Central Block Building, PGH, Manila. Late bids will not be accepted.

7. Sealed bids will be opened on 28 October 2014 respectively at 10:00AM at the Bidding Room, Purchasing Office, 2nd Floor, Right Service Wing Bldg., near Ward 8, Philippine General Hospital, Taft Avenue, Manila by the Bids and Awards Committee IV in the presence of the attending bidders.

8. The University of the Philippines Manila hereby reserves the right to reject any/and or all proposals, or to waive any formality therein and/or accept the bids or not to make an award as may be considered most advantageous to UP Manila.
