Query: As for the SLC, we would like to know if a Single Largest Contract amounting to at least P490M irrespective of the nature of the contract of the General Contractor plus a track record showing expertise on similar project irrespective of the amount of the Joint Venture partner is an acceptable form of SLC. Please confirm.
Answer:
No. The prospective bidder must have completed a single largest contract (SLC) that is similar to the contract to be bid. The definition of SLC for this project is as follows:
SLC and similar projects shall mean at least a medium rise* multi-level building costing at least 50% of the ABC(P 490,000,000.00). The building shall have the following: office spaces, function rooms, and mechanical systems composed of ducted air conditioning, ventilation and elevator system.
*As per the National Building Code of the Philippines (PD 1096) , medium-rise multi-level buildings shall be from six(6) up to twelve (12) storeys in height.
Query:Regarding the statement of completed projects, we would like to know if projects within the last 10 years are still acceptable. We consider five years too short to properly present the track record of the bidders especially general contractors. We recommend to the honorable BAC that the declaration of the statement of completed projects should be within the period of 10 years before bid opening.
Answer: Yes. Projects completed from Year 2000-2013 are acceptable. However, we are updating this to include 2014/before the opening of bids.

Query:For Joint Venture of PCAB contractors, a Special PCAB license is required which will require 10 days (at minimum) to apply. If the ITB will be posted in PHILGEPS today, we only have remaining 8 days including the bid opening day to process our Special PCAB license. ITB is a requirement in applying for the said license. We would like to know if the honorable BAC will accept late submission of Special PCAB license and submission of proof of filing from PCAB during the bid opening of this negotiated procurement.
Answer: No. A Valid Philippine Contractors Accreditation Board (PCAB) License Category AAA and registration for the type and cost of the contract for this project is part of the technical eligibility requirement; hence, bids that fail to include this requirement shall be considered as “failed”. Consequently, the bidder shall be declared disqualified.
