Request for Expression of Interest for
“CONSTRUCTION MANAGEMENT FOR THE 8-STOREY DORMITORY”

1. The University of the Philippines Manila , through the ITF intends to apply the sum of Two Million Nine Thousand Five Hundred Sixty Seven Pesos and Fifty Seven Centavos (Php2,009,567.57) being the Approved Budget for the Contract (ABC) to payments under the contract for Construction Management for the 8-Storey Dormitory. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.
1. The University of the Philippines Manila now calls for the submission of eligibility requirements as enumerated in Section 24.1 of RA 9184 IRR (7th Edition). Interested consultants must submit their eligibility documents on or before 11:30 A.M, 19 April 2016 at BAC 2 Office, 8/F PGH Taft Avenue. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.
2. The BAC shall draw up the short list of consultants from those who have submitted [eligibility documents/Expression of Interest] and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of five (5) prospective consultants who will be allowed to purchase bid documents amounting to Five Thousand Pesos (P5,000.00) and entitled to submit bids. The criteria and rating system for short listing are: a) applicable experience of the prospective consultant(s) and members in case of joint ventures, considering both the overall experiences of the firm or, in the case of new firms, the individual experiences of the principal and key staff, including the times when employed by other consultants, b) qualification of personnel who may be assigned to the job vis-à-vis extent and complexity of the undertaking; and c) current workload relative to capacity.
1. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
3. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE),] procedure.
4. UP Manila shall indicate in the Bid Data Sheet, the weights to be allocated for the Technical and Financial Proposals. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.
5. The contract shall be completed within four hundred twenty (420) calendar days.
6. The University of the Philippines reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
