Project Title: UP MANILA CONTRACT FOR SECURITY SERVICES 2016-2017

1. The University of the Philippines Manila, through the FUND 101 intends to apply the sum of Sixty Nine Million Eight Hundred Thirty Eight Thousand Eight Hundred Ninety Two Pesos and Sixty Five Centavos (Php69,838,892.65) to payments for the deployment of one hundred seventy four (174) guards in UP Manila main campus (including the Philippine General Hospital) and at the School of Health Sciences in Baler, Aurora under the UP Manila Contract for Security Services 2016-2017. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The University of the Philippines Manila now invites bids for the above captioned contract. Provision of the required services will be for one year (twelve months) and in accordance with the Terms of Reference for the contract and other pertinent bidding documents.

3. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the project amounting to at least fifty percent of the amount of the contract to be bid. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders.

4. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

4. Interested bidders may obtain further information from the Bids and Awards Committee 2, University of the Philippines Manila and inspect the bidding documents at the address given below during office hours from 8:00 AM to 5:00 PM.

5. A complete set of Bidding Documents may be purchased by interested Bidders starting 07 June 2016 from the BAC II Secretariat Office at 8/F, PGH Compound, Taft Avenue, Manila and upon payment of a non-refundable fee for the Bidding Documents in the amount of Fifty Thousand Pesos Only (Php50,000.00)

6. The University of the Philippines Manila - Bids and Awards Committee II will hold a Pre-Bid Conference on 14 June 2016, 1:30 PM, at the UP Manila Social Hall 8/F, PGH Compound, Taft Avenue, Manila which shall be open only to all interested parties who have purchased the Bidding Documents.

7. Bids must be delivered to the address below on or before 11:30 AM, 28 June 2016. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

8. Bid opening shall be on 28 June 2016, 1:30 PM at the address below. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

9. The University of the Philippines Manila assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids.

10. The University of the Philippines Manila reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
