Brief Description: 

1. The University of the Philippines-Manila, through Fund 101/164 intends to apply the sum of EIGHT HUNDRED NINETY ONE THOUSAND FOUR HUNDRED TWENTY FIVE PESOS ONLY (Php891,425.00) to payments under the contract for SUPPLY AND DELIVERY OF ONE (1) LOT ELECTRICAL SUPPLIES AND MATERIALS -OETS (ELECTRICAL) REBID– (SINGLE BID) Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The University of the Philippines-Manila now invites bidders for the SUPPLY AND DELIVERY OF ONE (1) LOT ELECTRICAL SUPPLIES AND MATERIALS – OETS (ELECTRICAL) –RE-BID (SINGLE BID). Delivery of the Goods is required refer to terms and conditions from receipt of Contract/Purchase Order. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) or Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

(i) Bidding is restricted to Filipino citizen/sole proprietorships, partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulation of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.

4. Interested bidders may obtain further information from University of the Philippines-Manila and inspect the Bidding Documents at the address given below during office hours from 8:00 a.m. to 5:00 p.m.

5. A complete set of Bidding Documents may be purchased by interested Bidders starting November 28, 2014 from the BAC-I Secretariat Office at Purchasing Office, 2/F Right Service Wing, Central Block Building, Philippine General Hospital, Taft Avenue, Ermita, Manila and upon payment of a non refundable fee for the Bidding Documents in the amount of (to be determined upon issuance of bid documents ). Only bidder who have secured the bidding documents shall be allowed to attend the Pre-bid Conference.

6. A Pre-Bid Conference is scheduled on not applicable.

7. Bids must be submitted to the address below on or before December 22, 2014, 9:00 A.M. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

8. Bid opening shall be December 22, 2014, 10:00 A.M. at the address below. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the address below. Late bids shall not be accepted.

9. The University of the Philippines-Manila reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
