REQUEST FOR EXPRESSION OF INTEREST
1. The University of the Philippines Manila, through PR Reprogrammed Fund 21-05-17 intends to apply
the sum of Nine Hundred Thousand Pesos (PhP900,000.00) being the Approved Budget for the Contract
(ABC) to payments under the contract for Consultancy Services for the Environmental Compliance
of the University of the Philippines Manila. Bids received in excess of the ABC shall be automatically
rejected at the opening of the financial proposals.
2. The University of the Philippines Manila now calls for the submission of letter of intent and eligibility
documents for above indicated contract. Eligibility documents of interested consultants must be duly
received by the BAC2 Secretariat on or before 1:00 P.M, 10 August 2021 at the Procurement Office,

th Floor UP Manila Dormitory University of the Philippines Manila. Applications for eligibility
will be evaluated based on a non- discretionary “pass/fail” criterion.
The prospective bidders are advised to register first @ https://upedu.zoom.us/meeting/register/tZEpf-urpzouH9D_MYN3v_MvmRWg9Mt8gS7H and wait for
further advice for the zoom link which shall be provided to the bidders who successfully
registered.
3. Interested bidders may obtain further information and inspect the Bidding Documents at UP Manila BAC
2 Secretariat Office at Procurement Office, 4th Floor UP Manila Dormitory University of the
Philippines Manila. (8:00 AM – 4:00PM).
4. A complete set of Bidding Documents may be acquired by interested Biddersstarting 16 August2021 from
BAC II Secretariat Office at Procurement Office, 4
th Floor UP Manila Dormitory University of the
Philippines Manila., and upon payment of the applicable fee for the Bidding Documents, pursuant to the
latest Guidelines issued by the GPPB, in the amount of One Thousand Pesos (PhP1,000.00).
It may also be downloaded free of charge from the website of the Philippine Government
Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided
that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission
of their bids.
5. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest,
including the eligibility documents, and have been determined as eligible in accordance with the
provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform
Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of at most five (5)
prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:
Experience of the Company (Applicable experience of Consultants)
The consultant must have min. of five (5) years’ experience in the industry and has prepared
at least three (3) Environmental Impact Assessment Statement (EIS)- attach proof of
compliance (ie. Earliest project with certificate of completion, BIR,SEC)
5-10 years – (20%)
>10 years – (40%)

List of Credible Personnel (Qualification of personnel to be assigned to the job)
Key personnel shall be composed of the following:
Team Leader (10 years’ experience)
Environmental Service Professional (5 years’ experience); with at least 3 EIS
*Support Staff (not include in the key personnel)

6. Bidding will be conducted through open competitive bidding procedures using non- discretionary
“pass/fail” criterion as specified in the IRR of RA 9184.
(i) Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or
organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to
citizens of the Philippines.
7. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection
(QCBE/QCBS) procedure. The weights to be allocated for the technical will be 80% and Financial
Proposals 20%. The criteria and rating system for the evaluation of bids shall be provided in the
Instructions to Bidders.
8. The contract shall be completed within Two Hundred Seventy (270) Calendar Days.
9. The University of the Philippines Manila reserves the right to reject any and all bids, declare a failure of
bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of
RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
